| What is the Special Assessment? |
| The "special Assessment" is a Community Development Charge collected on all real property within the Community District. The CDC is based on the assessed value of the property times the millage set for the current collection year. See Community Development Charge for more details. |
| Why am I paying this Assessment if I don’t live in New Albany? |
| The New Albany Community Authority District originally was comprised of properties owned by The New Albany Company. Theses properties are located the Village of New Albany, the City of Columbus and Plain Township. Other developers have included new residential developments that are in the Plain Local school district. The Village of New Albany passed a resolution in 1995 that requires new development to be included in the district. Please see District Communities for more information on which developments are included. |
| What does the Assessment (Community Development Charge) pay for? |
| The Community Development Charge is to cover the construction cost of the New Albany Plain Local High School, Fodor Road, partial funding of the Plain Township Fire Station and the purchase of a Ladder Truck for the Plain Township Fire Department. See Community Projects for more details. |
| How is the Assessment calculated? |
| The Community Development Charge is based on the assessed value of the property (35% of Market Value) times the charge rate (5.0 mills for 2007). See Community Development Charge for more information. |
| How is the Authority Assessment different than the Homeowner Assessments? |
| The Community Development Charge is to cover the cost of certain community facilities and equipment (see what does the Assessment pay for?). Homeowner Assessments typically are for maintenance costs such as mowing of common areas, painting and repair of fences. Homeowner Associations also maintain other Association properties such as entry features, Clubhouses, pools, if applicable. |
| How is the Authority Assessment different than School levies? |
| The Community Development Charge only applies to properties within the Authority District. School levies apply to all properties within the Plain Local School district. The Community Development Charge is in addition to any School levies. |
